Final Conference „URBAN PLANNING 4 CITIZENS“ held on December, 11 in Zagreb
Throughout this year Deša-Dubrovnik has carried out the project „Urban Planning 4 Citizens“. Our partners in the project are Institute for Geographical Information System (GIS), Department for urbanism, spacial planning and environmental protection, Jakovlje Community and CEKTRA Institute from Slovenia. In a simple and inventive way we have presented the meaning of urban planning and created communication between public, civil society organizations (OCD) and local authorities (JLS). Although certain ways of public involvement exist, participation of public is insufficient and untimely as a result of lack of public awareness on the importance of urban planning for quality of life, as well as the lack of knowledge how to use the existing mechanism to realize their rights but also unavailability and lack of understanding of urbanistic plans.
Urban planning as an interdisciplinary activity is institutional and technical form of managing urban dimension of sustainability which defines purposes of development of activities, their distribution in space, conditions for improvement and urbanistic reconstruction of developed areas as well as conditions of realization of interventions planned in space. All these activities are based on assessment of development possibilities in order to retain spatial characteristics and requirements of protection of the environment/areas.
Documents of urban/spatial planning determine an optimal distribution of people, goods and activities on the territory aiming for their optimal use. They are based and created on different indicators and information related to a certain level of administrative unit. Geographical information system (GIS) as a collection of data, technologies and theories putting all information with spatial component in an unique context, thus creating mutual causality between objects and appearances in space, is the best tool for managing data for spatial/urban planning. It enables easier decision making in the process of urban planning, but can also be used to make it reachable for public in a simple way. Public participation is fundamental principle of sustainable development and as such is necessary to reconcile needs of economic development with spatial/urban protection and social requirements in order to make acceptable decisions for all parties.
OCDs are recognized as „intermediaries“ between public and local authorities, our focus has been on information and education of OCDs on the role and importance of urban planning as well as on their rights and possibilities in realization of the same in order to share them with their members and users.
Final conference of the project „Urban Planning 4 Citizens“ was organized on Friday, Dec 11 at the Hotel Panorama, Zagreb. We presented the results of the project and were proud to present Urban Planning Portal – an interactive and educational GIS portal which will enable better communication of local authorities, civil society organizations an public in relation to urban/spatial planning.
Approx. 40 citizens, representatives of institutions and civil society organizations took part in the conference., participating actively in all discussions and conclusions. Project partners signed the Agreement of cooperation and the other organizations from Croatia joined in. There are lot of possibilities of developing such projects in future and all participants committed to work on it.
